This site provides information on the contracted services through ICS Corrections, Inc. supporting the Correctional Communication System (CCS) that serves the Adult in Custody (AIC) populations at the Oregon Department of Corrections facilities. This site explains how to communicate with ODOC - AICs along with information on how to set up, fund, and maintain those accounts that support the communication services for AIC's during their ODOC incarceration period.

ODOC has contracted with ICS Corrections to provide communications and account billing services to AICs. Recipients of these calls may include friends, family, and attorneys. All of us at ICS Corrections are excited to be entrusted with the opportunity to provide this important service to the AICs, their Friends and Family members and to the public of the great state of Oregon.   1. Friends and Family Phone Number Validation

    To receive a telephone or video interactive phone (VIP) call, friends and family members must validate their telephone number by setting up an account through ICS Corrections' billing agent ICSolutions.

    Once an account is created, you will then select "Validate Phone Number" from the "What would you like to do?" drop down menu. Friends and family members will be required to provide a credit/debit card number (for authorization purposes only), be in possession of the phone you wish to validate, and be capable of receiving a text message.

    Once your number is validated, you will be eligible to receive both telephone and video interactive phone (VIP) calls. The entire online phone number validation process typically takes less than 5 minutes.

    If a valid credit/debit card or cell phone are not available, you may validate your telephone number by emailing a copy of a valid telephone bill and government issued ID to customer@icsolutions.com or via mail to the following address. Phone number validation requests sent in by mail typically take 5 to 7 business days to process.

  2. Set Up a Prepaid Account

    If friends and family members want to pay for telephone or video interactive phone (VIP) calls, a Prepaid account can be easily set up through ICS Corrections' billing agent ICSolutions at 888-506-8407 or www.icsolutions.com. Although you may fund an account at any time, you will not be eligible to receive telephone or video calls until your phone number has been validated.

How do I purchase prepaid calling services?

There are Three Ways to Purchase Prepaid Services:

  1. Online: The fastest and easiest way to purchase prepaid calling (phone and video) services is by using the Online Payment Processing Service. This service allows you to conveniently purchase prepaid calling services using a credit or debit card. As soon as your payment is complete, you will have access to the services just purchased.
  2. By phone: Toll-free customer service is available 24/7/365 at 888-506-8407. During your first accepted call you will automatically be given the opportunity to set up an account over the phone with a customer service representative. During future calls, you will also be given the opportunity to purchase additional calling time when your Prepaid balance becomes low.
  3. By mail: To purchase prepaid calling services using a certified check or money order (personal checks are not accepted), please mail to:

How do I add money to an AIC communications account?

How long will it take funds to post to an AIC communication account if I send money to the lock box?

Cashier's checks or money orders are processed within 48 hours of receipt. For personal checks, processing time will be within 7-10 days of receipt.

Friends and family members can communicate with AICs through ICS Corrections' tablet provider, GettingOut.com.

How do I add money to an AIC trust account?

How do I get a refund for unused Prepaid services once my loved one is released?

Simply call 888-506-8407. If refunding to the credit or debit card on file, refunds are processed on the same day requested, typically within 15 minutes.

I am an attorney or bail bondsmen. What options are available to me?

Prepaid is the easiest way to receive calls and manage cost. Alternately, a separate monthly bill can be sent directly to your office (Direct Billing). To set up a direct billing arrangement, call 800-464-8957. To learn more about prepaid, click here.
Direct billing is available only to attorneys and bondsmen.

Can I get a refund if I close a Prepaid Account?

Yes. If you elect to close a Prepaid Account, you may request a refund of an unexpired balance.

How can I get a refund of an unexpired balance in my Prepaid Account?

Prepaid Account phone services expire six months from the date of your last purchase, unless otherwise required by law. If you elect to close a Prepaid Account, you may request a refund of an unexpired balance. To request a refund by phone, call 888-506-8407. Customer Care Representatives are available 24 hours a day, 365 days a year.

How can I get a refund of an unexpired balance in my Prepaid Account with the previous communications provider?

Any unexpired prepaid funds paid to the previous communications provider cannot be used on the new ICS Corrections communications system. If you have not utilized all existing unexpired funds prior to the system change, you may submit a refund request to the previous provider by calling 866-516-0115.

What is the ICSolutions Family Plan?

The ICSolutions Family Plan is a Prepaid Collect account that allows a primary account holder to be the authorized user for all telephone numbers listed after the primary account number on the Family Plan Request Form. The primary account holder is responsible for any deposits and/or changes made to the account. If a refund is requested, the primary account holder will be sent a check for applicable refunds to the address provided. If fraud is confirmed, the family plan will be dismantled, and any associated telephone number will no longer be eligible for a family plan.

How can I set up a prepaid account with an international number?

The prepaid calling services are only available for U.S. based or Canadian numbers. Validated international numbers can only be dialed and paid for using an AIC's Communications Account.

How do I validate my International number so I may receive calls?

Am I able to add money to my prepaid account if I live internationally, but have a U.S. based telephone number?

  • Yes, as long as you have a U.S. based credit card registered to a U.S. based address.
  • It is important to note that ICS is not responsible for poor quality issues related to a VOIP line and refunds will not be made for poor connection quality.

How can I set up a prepaid account with an international number?

The prepaid calling services are only available for U.S. based or Canadian numbers. Validated international numbers can only be dialed and paid for using an AIC's Communications Account.

How do I fund an AIC's Trust or Communications Account if I am located internationally?

To fund an AIC's Communications Account when located internationally, you may send a money order or cashier's check from a U.S. based bank in U.S. dollars and mail it to the facility at the address located below.

How do I communicate with ODOC AICs when I have an international phone number?

All international calls are paid for by the AIC’s Communication Account.

The calling rates for international calls are changed quarterly to comply with the FCC regulatory requirements. The updated rates are based on the actual cost to connect calls to each individual country plus $0.09 per minute.

How do I get a refund from CorrLinks?

Oregon DOC Tablet Services have transitioned.

You can receive an automatic refund from your CorrLinks messaging account. Once this action is completed you will not be able to utilize CorrLinks services.

To get the automatic refund, you will need to close your CorrLinks account. See the instructions below for assistance.

  1. Go to corrlinks.com and login to your account.
    Login to CorrLinks
  2. Click Account Management.
    Click Manage Accounts
  3. Click Manage My Inmate List.
    Click Manage My Inmate List
  4. You will need to remove the AIC from your account and cancel your account before you can get your funds refunded. To complete this action, click BLOCK and confirm you wish to remove them from your account. Once completed, click Return to Account Management Menu to have the option to cancel your account.

  5. From the Account Management Menu, click Cancel My Account.
    Click Cancel My Account
  6. Click Yes to cancel your account. Your refund could take up to 72 hours to be processed.

How do I set up an account to send messages, photos, and eCards to an AIC or to receive messages from an AIC?

AIC's can send an email request to Friends and Family members with whom they wish to communicate. You will receive an email with the invitation to accept the request and will include a link to GettingOut.com. Once the account is set up you will be able to send and receive messages from the AIC and send messages, photos, and eCards to the AIC. Friends and Family members cannot initiate email communication with AIC's and must wait until they receive an invitation.

You cannot add an Oregon DOC AIC on your own since the contact needs to be initiated by the AIC. Please independently contact the AIC (phone, letter, etc.) and ask them to add your email address which generates an invitation. Once you receive the email Inmate Contact Request, you have the choice to click Yes, Add this Contact. If you don’t wish to accept the invitation, you may ignore and delete the email. If you accept, you may then log in to your existing GettingOut account or create a new account on the website at GettingOut.com. Once your account is created, you can add funds to your account and begin communicating by sending messages, photos, or eCards.

How do I send messages, photos, or eCards to an Oregon DOC AIC if I already have a GettingOut account?

How do I send eCards to an Oregon DOC AIC?

eCards are now available as an option when messaging with your loved ones. Sending an eCard costs $0.25, the same cost as it is to send a photo.

Video Interactive Phone (VIP)
How do I conduct a video interactive phone (VIP) call?

  • After you have validated your phone number, you can log into your account at www.icsolutions.com and select “Register for Visitation” from the “What would you like to do?” drop down menu. You will be required to complete all fields.
  • Once you are registered, you will be able to schedule a video interactive phone (VIP) call.

Can I make a video interactive phone (VIP) call without getting my phone number validated?

You are required to validate your phone number prior to any communications with an ODOC AIC.

My VIP call suffered connectivity problems. Can I get a refund?

For Prepaid customers, please call 888-646-9437. Our representatives can investigate technical problems with your video call, including listening to the recording to determine the cause. If it is determined that the problem was not caused by another external factor (for example, internet connectivity issues), our Customer Care Representative can credit video services back to the account that was used to pay for the video call. However, external internet connectivity issues during a video interactive phone (VIP) call will not be refunded.

Who does an AIC contact if you are having problems completing calls?

AICs can file a complaint by leaving a voicemail through the AIC telephone system. ICS Corrections staff will work to resolve the issue and provide feedback to AICs by leaving them a voicemail you can listen to through the AIC phone system.

My phone call was inaudible or was disconnected prematurely. How can I get a refund?

For Prepaid customers, please call 888-506-8407. Our representatives can investigate technical problems with your phone call, including listening to the call recording to determine the cause. If it is determined that the problem was not caused by another external factor (for example, a bad cell phone connection), our Customer Care Representative can credit phone services back to the account that was used for the call.

Why was my call disconnected?

Calls can disconnect for a variety of reasons including:

  • Accepting call waiting
  • Dropped calls from a cell phone or VoIP number (phone service over the internet) due to poor coverage
  • Placing a call on hold
  • Security reasons within the facilities
What other restrictions are there on calls from ODOC AICs?

The following restrictions may be applied by the ODOC to AIC calls:

  • Limits on length of calls (currently 30 minutes maximum).
  • Calling availability hours may vary by facility
  • Limits on number of calls to the same number in a given length of time.
  • Call monitoring, recording, and AIC voice validation (in order to place calls).
  • Blocks on types of phone numbers (such as 800 numbers) or selected phone numbers.
  • Temporary or permanent denial of phone usage rights for such reasons as disciplinary problems or requests by a called party.
Can I save money by subscribing to a discount jail calling service?

No. Subscribing to a calling plan with one of the discount jail calling services, includes paying for the phone number; however, you will still have to fund the vendor account at www.icsolutions.com in order to receive calls to your validated number. This means you are actually paying more by using these services. ICS Corrections is not associated or affiliated with any of these services in any way.

What are the rates for receiving calls from AICs?
Can I receive calls on my cell phone?

Yes, once your number has been validated, you may accept calls on your cell phone by setting up a Prepaid Collect account through ICS Corrections' billing partner ICSolutions, by simply following the prompts during your first accepted call or by funding your account at www.icsolutions.com.

Once your number has been validated, you may receive calls paid for by the inmate from their communications (debit) account.

Who do I contact to block or unblock my number from Oregon Department of Corrections AICs?

When you receive a call from ODOC AICs, you will be given the option to refuse that call. Additionally, you will be given the option to block all future calls from ODOC. If a called party blocks their phone number in error, you should call customer service at 888-506-8407 to remove the block.

What do I do if calls from an ODOC AIC is being blocked by my carrier as a robo call?

The AIC phone system has a computerized automated dialer (robo call). Some phone providers may block this type of call. If you think this is happening, you may need to contact your carrier and have them unblock calls from the below numbers associated with the ODOC facilities.

How do I leave a voicemail message to an ODOC AIC?

Once your number is validated and funded, you can call 877-831-0390 to leave a voicemail message for an AIC letting them know when you are available to receive a call. Voicemail messages are only $0.50. To leave a voicemail, you will need to have the 4-digit PIN you created when you set up your online account and the AIC's state ID number.
